Dear Guests!

To make your stay at “BALTIA” hotel more pleasant, please observe the following rules:

These rules establish the procedure for booking, check-in, accommodation, and service provision at the “Baltia” hotel.

In accordance with the Rules for the Provision of Hotel Services in the Russian Federation, approved by the Decree of the Government of the Russian Federation dated November 18, 2020, No. 1853, the accommodation procedure in the hotel is established by the service provider.

In accordance with the Rules for the Provision of Hotel Services in the Russian Federation, approved by the Decree of the Government of the Russian Federation dated November 18, 2020, No. 1853, the consumer is obliged to comply with the accommodation procedure established by the service provider and fire safety rules.

1. Procedure for booking, registration, payment for accommodation, and service provision

1.1 The hotel is intended for temporary accommodation of citizens for a period agreed with the hotel administration. The administration ensures the possibility of the Guest’s stay in the Hotel only during the paid period. After the end of the paid period, at the Guest’s request, the stay can be extended only if there are vacancies. If you wish to extend your stay, please inform the hotel administrator no later than 24 hours before the check-out time – 12:00 local time.

1.2. Check-in time is 14:00, check-out time is 12:00 local time.

1.3. The “Baltia” hotel operates 24/7.

1.4. The hotel is responsible for registration activities (Law No. 5242-1 of June 25, 1993, as amended by Federal Law No. 376-FZ of December 21, 2013). A room in the hotel is provided to guests upon presentation of the original passport of a Russian Federation citizen, for children under 14 years – the original birth certificate, and if the child is checking in without parents or legal guardians, but in the presence of another adult companion – a notarized or simple written power of attorney or notarized or simple written consent from the parent(s) for accommodation at the Baltia hotel accompanied by a specific third party, for children from 14 to 18 years – upon presentation of a passport of a Russian Federation citizen, a document confirming the relationship between the child and the parent when registering with parents (child’s entry in the parents’ passport, original birth certificate), if the child is checking in without parents or legal guardians, but in the presence of another adult companion – a notarized power of attorney from the parent(s) for accommodation at the Baltia hotel accompanied by a specific third party, and for foreign citizens – a civil passport, visa for entry into the territory of the Russian Federation and a migration card (unless another entry procedure is provided for by current bilateral government agreements and international treaties).

Federal Law of July 25, 2002, No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” (as amended on June 30, November 11, 2003, August 22, 2004)” Article 10. Documents certifying the identity of a foreign citizen in the Russian Federation.

  1. Documents certifying the identity of a foreign citizen in the Russian Federation are a passport of a foreign citizen or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a foreign citizen.
  2. Documents certifying the identity of a stateless person in the Russian Federation are:
  • a document issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a stateless person;
  • temporary residence permit;
  • residence permit;
  • other documents provided for by federal law or recognized in accordance with an international treaty of the Russian Federation as documents certifying the identity of a stateless person.”

For citizens of the Russian Federation:

Decree of the President of the Russian Federation of March 13, 1997, No. 232 “On the main document certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation”. In order to create the necessary conditions for ensuring the constitutional rights and freedoms of citizens of the Russian Federation until the adoption of the relevant federal law on the main document certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation, I decree: 1. To put into effect the passport of a citizen of the Russian Federation, which is the main document certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation.”

1.6. Payment for accommodation and services at the hotel, including insurance premiums and security deposits, is made at free (contractual) prices, according to the price list approved by the hotel management. Payment is made in cash in rubles, by bank transfer under a booking agreement, or by bank cards. Check-in at the hotel is only possible after the guest makes a prepayment for the entire expected period of stay. A fiscal receipt is issued immediately after the guest deposits funds; the final bill for services rendered is processed when the guest checks out. For bank transfers, the invoice-act is issued after the guest’s departure and sent to the organization that submitted the request. To receive supporting documents issued to a legal entity (invoice) when paying in cash or by bank cards, the guest must present the original power of attorney from the legal entity upon check-in before making payments.

1.7. Early check-in. Available by prior arrangement depending on hotel occupancy. Check-in before 09:00 is charged additionally at the full cost of the previous day. Early check-in from 09:00 to 14:00 is charged at half the cost of a day’s stay at the hotel in a room of the confirmed category. Breakfast is not included in this cost and is paid separately according to the current price list.

1.8. Late check-out. Check-out after 12:00 and until 17:00 is charged additionally at half the cost of a day’s stay. Check-out after 17:00 is charged additionally at the full cost of one night’s stay at the hotel in a room of the confirmed category.

1.9. Booking guarantee. To guarantee a booking, it is necessary to make a payment in the amount of the full cost of one night’s stay at the hotel in a room of the confirmed category.

The hotel has the right to cancel a non-guaranteed booking at 16:00 on the day of arrival.

1.10. Booking cancellation. To avoid a penalty fee equal to the cost of one night’s stay in a room of the confirmed category, it is necessary to notify about the cancellation no later than one day before the day of arrival at the hotel. Cancellation of bookings for groups is carried out according to the booking cancellation rules specified in the Group Accommodation Agreement.

1.11. No-show. In case of a no-show without prior notification, the hotel reserves the right to charge a penalty equal to the full cost of one night’s stay in a room of the confirmed category. The penalty for a no-show for groups is applied according to the rules specified in the Group Accommodation Agreement.

1.12. In case of a guest’s refusal to stay or reduction of the stay period or late cancellation, the administration has the right to withhold from the prepayment made by the guest (or their guarantor) an amount equal to the cost of one day’s stay.

1.15. The room rate includes the following services:

  • daily room cleaning by a maid (except in cases of restricted access by the guest: a “do not disturb” card is displayed);
  • change of bed linen once every three days (or at the guest’s request);
  • change of towels once every two days (or at the guest’s request);
  • use of wireless Internet;
  • use of household appliances (safe, TV, refrigerator, air conditioner, iron, hair dryer);
  • “buffet” breakfast.

1.16. The following services are provided to hotel guests free of additional charge:

  • calling an ambulance (taxi service);
  • use of a medical first aid kit;
  • delivery of correspondence, faxes (e-mail messages) to the room upon receipt;
  • wake-up call, “alarm call” service;
  • luggage storage;
  • provision of a baby cot (children under 3 years) upon request;

1.17. Paid services at the hotel include:

  • restaurant services;
  • event organization services;
  • laundry and dry cleaning services;
  • transfer services;
  • excursion services.

1.18. For an additional fee (500 rubles/day), it is possible to accommodate a pet (small decorative breeds) in the room by prior agreement with the administration. Accommodation of a guest with disabilities accompanied by a guide dog is possible by prior agreement with the hotel administration.

1.19. The administration is not responsible for the loss of money, jewelry, and other valuables of the guest, except for the loss of items placed in the storage room under inventory and the loss of items placed in the safe in the room, provided there is external damage to the safe.

In case of loss, shortage, or damage to personal belongings, as well as loss of the key card, the guest should immediately contact the hotel administrator to take measures established by law.

1.20. If a fire, flooding, or other actions occur due to the guest’s fault, resulting in damage to the hotel property or property of other hotel guests, the cost of repair and restoration work is determined according to current price lists plus payment for room downtime during its repair. The guest also pays for the cleaning of bedspreads, draperies, carpets, and other household items caused by their fault. If it is impossible to restore the original appearance of items, the guest is charged their cost at the time of damage.

The cost of damage caused to hotel property is paid by the guest based on an act. The act is drawn up in two copies and signed bilaterally; the guest is issued an invoice and a cash receipt confirming payment of the damage amount.

1.21. Visitors who are not staying at the hotel are allowed to visit guests until 23:00 upon presentation of an identity document. After 23:00, the guest is obliged to register their visitor in the room as a resident. The guest bears full responsibility for the actions of invited visitors.

1.22. The hotel guarantees confidentiality regarding the guest’s accommodation in the hotel, except in cases of forced disclosure of confidential information as required by the legislation of the Russian Federation.

1.23. The hotel is not responsible for the operation of city services (emergency shutdown of electrical and thermal energy, water supply).

1.24. Forgotten items of guests are stored in the hotel for 6 months (valuable items) or 3 months (non-valuable items) from the moment of discovery. If forgotten items are found, the administration takes measures to return them to their owners in accordance with the hotel’s internal regulations.

2. The resident is obliged to:

  • close water taps, windows, turn off lights and TV when leaving the room;
  • observe the established order of residence in the “Baltia” hotel, maintain cleanliness, quiet, and public order in the room and hotel;
  • strictly observe fire safety rules;
  • compensate for damage in case of loss, damage, or deterioration of hotel property. Assessment of the damage is made based on the “Price List for Damage to Hotel Property”;
  • be responsible for the actions of visitors invited to their room; register invited guests according to the rules of residence in the hotel;
  • pay in full and on time for all additional services provided by the hotel;

3. In the hotel it is prohibited to:

3.1. use obscene language, insult guests and hotel staff;

3.2. leave strangers in the room, as well as give them the key card to the room;

3.3. store bulky items in the room, the size of which exceeds 120×120 cm, flammable materials, weapons, chemical and radioactive substances, mercury;

3.4. keep animals (birds, reptiles, dogs, cats) in the room without agreement with the hotel administration, without a muzzle and a special cage for the animal;

3.5. smoke (including cigarettes, hookahs, vapes, electronic cigarettes, and tobacco heating systems) in rooms, as well as in halls and corridors, in all public areas, including the hotel parking lot. Otherwise, the hotel has the right to charge compensation in the amount of 5,000 rubles for additional dry cleaning of textiles and room downtime.

3.6. be in public places under the influence of alcohol or drugs;

3.7. disturb the peace of guests staying in neighboring rooms.

4. Final provisions:

4.1. The book of reviews and suggestions is located at the reception desk of the hotel and is issued at the request of consumers.

4.2. The hotel administration reserves the right to visit the room without the guest’s consent in case of smoke, fire, flooding, as well as in case of violation by the guest of these residence rules, public order, or rules for using household appliances.

4.3. The hotel has the right to terminate the contract for the provision of hotel services unilaterally or refuse to extend the period of stay in case of violation by the guest of the residence rules, late payment for hotel services, or causing material damage to the hotel by the guest.

4.4. The administration of the hotel and restaurant has the right to refuse service to the Guest if they use obscene language, appear in sportswear, sports or home footwear, as well as in case of violation of generally accepted norms of behavior.

4.5. In cases not provided for by these rules, the administration and the consumer (guest) are guided by the current legislation of the Russian Federation.

Non-compliance with the “Rules of Stay” gives the Administration the right to terminate the obligations to provide a room.

 

FIRE SAFETY GUIDELINES

DEAR GUESTS!

If you have arrived at the hotel for the first time, try to remember well the location of emergency exits and stairs, look out the window of your room and orient yourself in the new environment, familiarize yourself with the evacuation plan located in your room.

IN CASE OF FIRE IN YOUR ROOM

Immediately report the incident to the fire department by calling 101 or 112, and to the administrator at 1201. If it is not possible to eliminate the source of fire by your own efforts, leave the room and close the door. Be sure to report the fire to the administrator or another representative of the administration by calling 1201. Leave the danger zone and act according to the instructions of the administration or fire department.

IN CASE OF FIRE OUTSIDE YOUR ROOM

Immediately report the incident to the fire department by calling 101 or 112, and to the administrator at 1201.

  • Before opening the door, check if it has heated up.
  • If the door is not hot, open it slowly and leave the room, following the nearest evacuation exit indicated by light arrows, from the building to the street.
  • Using the elevator during a fire is prohibited.
  • If the path to the exit is dangerous, corridors and stairwells are heavily smoke-filled, and it is not possible to leave the hotel building, you should stay in your room.
  • To avoid smoke poisoning, close gaps and ventilation openings with towels and bedding moistened with water.
  • Try to inform the administration about your location by calling 1201.

When firefighters arrive at the scene, go to the window and give a sign so that they can help you. Under any circumstances, do not panic!

IMPORTANT!

Please observe the following fire safety rules.

  • When operating electrical installations, it is prohibited to wrap light bulbs and lamps with paper, fabric, and other combustible materials, as well as to operate such electrical appliances with removed caps (diffusers); use electric stoves; use non-standard (homemade) electric heating devices.
  • In case of malfunctions in the operation of electrical appliances (crackling, sparks, smell of burning, etc.), please immediately inform the hotel administration by calling 1201.
  • Smoking, using open flames, and pyrotechnic devices (fireworks, firecrackers, sparklers) is prohibited in all hotel premises.
  • It is unacceptable to bring and store fire-hazardous substances and materials in the room.
